International agreements

The National Security Security Strategy of the Republic of Serbia, which sets out the basic guidelines and aims of the national security policy, represents an essential document for establishing cooperation with international organizations and foreign countries in the field of classified information exchange and protection. This document reflects the commitement of the Republic of Serbia to enhancing relations with the EU countries, as well as with the NATO members and partners and expresses its belief that the national security is closely connected to the security of SEE region and Europe as a whole. The Strategy defines basic challenges, risks and threats for the security of the Republic of Serbia.

Entering into the agreements in the field of the exchange and classified information protection opens up possibilities for bilateral, regional and multilateral cooperation in suppressing global challenges, risks and threats, and participation in crisis management counterterrorism, organized crime and corruption, illegal migration and human trafficking, protection of environment, natural resources and public health in the Republic of Serbia.

The procedures for concluding such general security agreements have been launched with the Republic of Portugal, Republic of Cyprus, Federal Republic of Germany, Montenegro and Romania.

The representatives of the NSC Office have participated in the two regional initiatives; the first one is the Visegrad Group, which organized the Conference on classified information protection in Warsaw in November 2011, and the second one is the Regional Cooperation Council, which arranged an initial meeting of South East European NSAs’ directors in May 2011 and the Working Group Meeting in Tirana in November 2011.

The Council Office representatives participated in the Fourth Conference of the South East European National Security Authorities (SEENSA) held on 20 May 2014 in Sarajevo, which was organized by the Regional Cooperation Council and the Department for Classified Information Protection at the Ministry of Security of Bosnia and Herzegovina.

On 23 October 2014 the Office of the National Security Council and Classified Information Protection and the Regional Cooperation Council organized jointly a meeting of the Thematic Workgroup on Cyber Defense which was earlier established by the Forum of the South Eastern European National Security Authorities (SEENSA). The participants in the meeting presented their own experiences relating to the normative and institutional framework of cyber defense, and concluded, among other things, that there was a need to organize a training for NSAs’ personnel responsible for CIS security, as well as to draft a legal framework for cooperation between SEENSA members in the field of cyber defense.

Soon after that the Council Office delegation attended a meeting of the Heads of the National Security Authorities within the “6S” Initiative comprised of Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia and Slovenia held on 25 November 2014 in Zagreb. The objective of the”6S“initiative is to facilitate the exchange of experiences between Croatia and Slovenia, as NATO and EU members, and the countries (states) with partnership status in the above organizations.

The NSC Office representatives also took part in the following Fifth conference of SEENSA representatives held on 20 May 2015 in Skopje, which was organized by the Regional Cooperation Council and the Directorate for Security of Classified Information of the Republic of Macedonia.
